Except that:
A very high proportion of properties in Venice are holiday homes or holiday rentals and therefore inaccesible.
Many of the people who live there full-time rely on visitors (not necessarily from cruise ships) for their incomes.
The lockdown means you cannot visit museums, galleries, churches, restaurants etc. but must stay at home.

(I assume you meant "...none of those mammoth cruise ships ...")
 
To be honest, I don't think "pure joy" is the prevalent sentiment among Venetians, at the moment - as much as it isn't in any other Italian town.
Mind, I wholeheartedly agree that Venice outside the most touristic periods (like the Carnival, weekends, and summer in general) is so much better.
But when I looked at these webcams pointed on places where I've been quite a few times, the impression was firmly more of sadness, rather than joy.
