in the volvo manual it syas to turn the engine until valves in one cylinder are rocking, then turn the engine one more time and set that tappets for that cylinder. can someone tell my is the term rocking both valves in open position or in closed, and do you set both exhaust and inlet at the same time for individual cylinders
 
You will see the two rocker arms on a particular cylinder rocking, this means the exhaust valve is about to close and the inlet about to open. You then take the engine round one complete turn so then you know these two valves are definitely off the cam and therefore closed, you then adjust BOTH valves on that cylinder, and proceed to the next cylinder.
