Used PLB

I can't see why there would be any difficulties - providing it was originally from the UK.

After all when I bought my boat, I registered the EPIRB which came with it and the same procedure applies to a PLB.

If it was from somewhere else, you will either have to register it there, or get the manufacturer to reprogram the hex id. I don;t think you can register a non UK hex id PLB in the UK.
 
It's an interesting question whether the original owner needs to DE-register it first? . Apart from the obvious problems of identifying the person in trouble, I am thinking of the situation if one is stolen. Is the unique identifying code marked on the unit itself?

Does anyone know of any problems registering a pre-owned PLB?

I bought a PLB second hand recently.
Registering it online, to the new boat, owner and address was easy and shortly after doing that I received a unique identifier sticker to attach to the PLB. Along with the sticker, came a form to fill in if the unit was ever transferred again, also, only requiring a few simple details. In both the paper and online registration there is an option to add notes where you could indicate changed ownership from the previous owner/vessel, etc..

All very easy.
