I use a very old iPad with Navionics but the charts are now about 5 years old, although fully functioning as I bought them and they are stored on the device. I would like to update the charts but it means updating the app, which I can't do with IOS 10.4. I also object to the subscription model that they insist on now. I don't want to buy a new iPad but how safe is it to use the old charts? Any other options for an old device? I have Memory Map installed too, so are there good up to date charts for that app? Or maybe Visit My Harbour? Sorry, so many questions.

A full set of UKHO raster charts for tje UK are available on MemoryMap for £25 or so. I have on ipad and phone plus home computer.
Using 5 year old Navionics may or may not be sensible - some areas change faster than others. But personally I would want the MM/UKHO available as a backup, as one false move can get Navionics trying to update and your ipad can't cope - so could lose access at an inconvenient time.

Depends where you will be boating.
Usual days out where your boat could probably find its own way to your destinations
or
Somewhere new.
If you try to update an old Ipad it will simply give a message that your old Ipad is incapable of handling new updates and it will continue as before with whatever is loaded in it at the moment.
Many at this point buy a Generic Android tablet for £125.00 to £150.00 pounds complete with battery that lasts all day and load any new charts into that.

As you have found out, Apps can't be updated. How dangerous is it? Probably no more dangerous than how you navigated 5 years ago when you first got the charts. As always it depends, although people say the rocks don't move, they do occasionally where I sail. There have been a few private surveys for things that work their way into the charts (paper and electronic). Also navigation aids get changed, hence you may be showing out of date navigation aids.

I don't think the new Memory Maps App will will load on an old iPad.

You don’t say your sailing area however I still have our old basic iPad 2 in the mid range size and it’s useful for tracking position on paper chart below plus comparing with raymarine readout via Bluetooth. Plus when used in cockpit I’m not so worried about damage to old iPad. We are rather using it as a third source but being mobile it’s handy for rough plotting at home/in pub etc as well . To answer question it rather depends if you are venturing into new waters and if you have paper charts of area. Personally I much prefer to look at a paper chart before arriving somewhere new but if you are just sailing around West Country then an old iPad with new paper charts might be fine. Or just buy an iPad Pro and load the navionics again on there. Updates on pads far cheaper than new chips for a raymarine/garmin. I know little of other tablets but they always seem cheaper so I’m sure a search on forum will find info on non fruit tablets. Some things like tidal flow work well on on old iPads still so they have a place
