I quote an excert from the latest update from AFPOP the expat organisation.
"As you will know the restrictions on travel over the Easter period will come into force at midnight tonight (Wednesday 8th) and will last until midnight on Monday 13th April. During this period no-one is allowed to travel outside of their municipality of residence, unless they need to do so for work and have a letter from their employer stating the reasons for their travel. The police have already begun issuing fines for people infringing the new restrictions on unnecessary travel and it’s highly probable that they will have zero tolerance for people not adhering to the instructions over Easter. You should expect that police will be at the boundaries of all municipalities stopping and checking vehicles trying to pass from one to the other over the Easter weekend.
All Portuguese airports for all international flights in and out of Portugal are also closed for this period. "
