I will pile on and confirm it's a doofer for undoing (generally drinking/potable but not always)water filter housings; they are not tolerant of overtightening and will break if abused, but then the housings are generally sealed with O rings and do not need to be wound up to a zillion lb/ft of torque so arguably it's intentional.
I suppose the small hexagonal hole is for a drain plug so you can drain the filter before unscrewing it.
Possibly, or could be for the air bleed; they vary depending on maker.

dependant on the size, i also have one to undo a bottle trap and also bath wastes. still looks like water filter tho. that guys correct tho- its called a flingadjustable turnything.

Hello , can anyone please shed any light on what this tool is for (picture below)I have just purchased the boat and it was sitting in the engine compartment, it obviously undoes something but I just can't see what.

Water maker suggestions may be right.

Have you got a filter in your fresh water system?
Looks like the spanner for changing it.
