Two-stroke oil?

Since we dont seem to have loads of similar problems I'm sticking with the theory that it something to do with your engine rather than fuel or oil related, provided neither are "stale".

If it is a bit of leakage past the tap, and they do leak when the corks start to dry out, it will be made worse if you are closing the tank vent and it is presurising when the sun shines on it.

Constant evaporation of petrol from the carb and constant tiny trickle of fresh from the tank leading to a build up of oil. Cant think of anything else unless lots of other people sufferd from the same, but even then I suppse you'd get oil in there not gloop.
I dont leave my Seagull on the dinghy for more than a few minutes normally. If I'm off somewhere it stows away on board. If I've just popped out to the boat for some reason then it might be on there for up to 4 hours but not otherwise.

If you really think it might be the oil try a decent brand of 2 stroke motor cycle oil.
