Twin cats wont rev

Hi sitting on a friends boat atm...he has twin cats. Go into gear fine etc but both engines will not rev past 700rpm. Either in gear or in neutral...any thoughts?

Cat c12. Looks like the throttles are not engaging. Clicks in and out of gear..but no response pushing forward. Low rev buttons work...low revs about 550 and on high it revs at 700
