Maybe make a point of referring to him as Tony Chappell and not TC or Chappell?
That way Google will be able to find threads like this if any new customers are thinking of doing business with him in the future. (No doubt this Phoenix will trade again when the dust has settled).
Linking to other threads isn't a bad idea either.
I would never use words like conman, rip-off, swindle, criminal, illegal, scam, con artist or fraud in case Google decided to use them as keywords. I wouldn't want to libel the fella.

Tee hee. Exactly my thoughts yesterday when talking about ultrasonic-antifouling claiming that the yacht Why Knot used ultrasonic-antifouling product, when a poster here specifically claimed it was ASM gear on that boat. As I typed I realised that saying "usaf" wont catch google, so I made sure to say ultrasonic-antifouling several times. ultrasonic-antifouling, ultrasonic-antifouling, and ultrasonic-antifouling.
