When a boat motored into my anchor warp then took half and scarpered while I wasn't there, I was luckily told by others of the boat's name & club initials.

Upon working out what the initials stood for, I had a chat with that clubs' secretary, who quite happily gave me the miscreants' contact details.

That was a long time ago, don't know if some jobsworth might quote 'data protection act' nowadays...

How do I go about tracing the owner of a yacht registered under part 1?

She is just changing hands but I'd like to get in touch with the new owners if possible.
Provided the new owners have re-registered her Part I in their name you can get a transcript of the registry (for a fee) from the Registrar of Shipping in Cardiff - 02920-448800.

Would it not be alarming if you could obtain the owners personal home contact details from the boat name?

Not really (in my opinion). It is a public register. You get the details by making a payment, so it is certainly not private. Why shouldn't it be available?
