That's the daftness of it, and another conudrum. To the best of my knowledge Spain (and most other countries) impose no requirement that holding tanks (or chemi-loos) be fitted. They simply prohibit certain discharges at sea, often varying with distance offshore.

Check. I've been around and through Croatia most of this year. Neither the authorities at Cavtat nor at Umag (the commonest ports of entry/exit for a yacht) were in the slightest interested. When I tried to show the T2L that had put me to some trouble to obtain, it was simply waved away. The only thing that seriously interested them was collecting money for the cruising permit (£123 for an 11m yacht for 3 months, including light dues and 'administration fees').

That's still a lot of space to waste, though. So if it's just a box-ticking exercise, perhaps the answer is one of those doughnut tanks under the loo - but not plumbed in :)
