The Polish maritime authorities have tightened requirements

You know it makes sense.

Personally, I don't get why people would not want to register either in the country where they are resident or in the country of their nationality.
What was to be gained by registering your boat in Poland when you're not Polish or resident there?
I'm resident in Portugal and Portugal is a complete PITA - ask me how I know. British flagging gets into 'interpretation' difficulties, where people don't understand that the flag status does not automatically reflect the VAT status (EU VAT paid).

Dealt with this twice ... do you have the VAT paid paperwork? or a T2L? I obtained a T2L from the country where the VAT was paid and the problem went away. Get a T2L from a logistics company - It cost me €27 ... Proof of Union Status is now electronic (since March 2024?) so the T2L might no longer be a piece of paper.

We have the paperwork. French VAT paid.... it's just the PITA that a UK flag seems to attract. Exploring whether the Irish flag is an option.

You can certainly get an Irish flag, but. The procedure is more than a bit cumbersome. There isn't a one stop shop like UK and Jersey for instance. There are 3 different government offices involved. I did it remotely from Türkiye 14 years ago via email and phone but it wasn't easy. You need a Tonnage Survey also. From my experience dealing with the 3 registers I'd give them an "easy rating" of
UK 10/10
Jersey 9/10
ROI 5/10

I'd need a tonnage survey with UK part 1 too.... so either way, that's happening... unfortunately.

Yeah. I know. I did it recently. I understand why you want an EU flag. I needed to have a non EU flag which is why I got UK. Don't tell anyone, please, but I have a tiny Union Jack on the flybridge hardtop, which can only be seen by passing helicopters or someone with a ladder. I fly the country courtesy flag [currently Türkiye] prominently on the stb flybridge stanchion and the Irish Tricolour on the port ;).

Do you think a catamaran should be taxed twice?

I went UK part 1 for both my VAT-Paid boats kept in Croatia - was a bit more complicated because on one VAT was charged at 0% and the other 5% due to Croatia joining the EU while the boats were berthed there. .... the tonnage survey was a real PITA ... the majority of the cost was due to travel, not the survey itself.

I see there's an MCA tonnage surveyor in Zagreb - hopefully he can do it.

There could be different reasons for wanting to register your vessel in an other country than that of your own. For example :

  • If you are Canadian, purchased a yacht in France where she is also berthed, an EU flag is so much more convenient for numerous reasons.
  • Some flag states are expensive to main, others are not.
  • Some flag states allow bareboat chartering when non-commercially registered, others do not.
  • The choice of a certain flag, can also be for emotional reasons. Ancestors, flag state ranking, etc.

@Baggywrinkle Did the tonnage surveyor insist on having the boat pulled out?
No, neither of them did and I have used both. First boat was done in Split, second up North in Funtana. - both are OK for a tonnage measurement although the Split one wasn't interested in travelling so far north and didn't respond with a quote.
