On Thursday I saw some kids climbing up The Nass Beacon at West Mersea, so I telephoned the Water Bailiff who is employed by the Council, and got an Answerphone. About two hours later someone from the Council phoned and told me they have no water-born responsibilities!!!!! I though that is what the Water Bailiff dealt with

No, John Welham only has 'authority' on shore. That's why the wreck of the Crebe became a Trinity House matter. A call to the marine police or local police perhaps. The marine police were around this last week but frankly if we don't tell them what is going on they haven't a clue.

What sort of damage did you think the kids might do?

It's out of Nigel's area. Bradwell is in his area, Mersea is not. There is no 'water' authority for Mersea in the sense of 'policing' the area. John Welham (and others) have told the Police in the past about Jet skiers but the reality is that it needs the Police to be here when they are around; think they did have words with some the other day.

Seems extraordinary - someone must own responsibility for the light and the beacon itself, either Nigel, or whatever the local authority for Mersea is, or Trinity House.

I merely said it wasn't John Welham or Nigel Harmer's responsibility. I think it is a TH mark since it predates the consortium that collects mooring fees and provides the buoyage. But to be honest I am not sure. The light has been removed before for service - I know because I came out of Mersea that night.
