The buoys in Pyefleet Creek

I thought the newish white buoys were for visitors. When I sailed up the Colne earlier in the year there were lots free. When I came to Pyefleet yesterday afternoon there were only two buoys free and the rest are occupied by boats moored with nobody on board. Are these no longer for visitors?
 
I thought that they were all permanent moorings, but usually there are a few free - owners absent or moorings not allocated. I think you may be charged a tenner a night for using them. We always anchor anyway, so I am likely to be completely wrong.

When you say newish, do you mean new this year - we have only been there once since May, and I didn't notice any difference, but perhaps new ones have been laid, in which case I am likely to be even wronger than normal!
 
There are about 6 visitor buoys, they are all white, and have a label fixed to them explaining the deal.
Presumably where there are unoccupied boats on them (and there were a few each time I've been there this year) they have agreed it with the Fishery.
 
Moored there last year after anchor would not set (3 attempts).
Was approached by a 'dodgy' (IMO) chap in a tender from a rough boat nearby and was asked for a Tenner. Only had a 20 and he had no change so no transaction done. I wasn't sure it was 'Kosher'.
Anyway early start meant a free one as no one was awake (well at least not until I motored past!!!)
