Do the Hamble harbourmasters still rent out mid-river moorings when the permanent mooring holders are not using them?

I don't see anything on their site about that; just visitor moorings at £2/m per day.

About a decade ago I spent quite a bit of time on moorings on that basis; it was inexpensive and nice. Before a permanent mooring was allocated to me. But alas, I gave that one up.

Yes they do, call them and ask. What you should have done is paid the £30/year to stay on the waiting list after giving up the mooring.
