I recently had to re-fix the jubilee clips that hold the silicone rubber pipe on the output side of the turbo where the cold air enters the engine. The air had been leaking out and the engine would not rev above 1300rpm. Since the fix, there is a distinct lag compared to the other engine. Could this be a waste gate issue?
Does it have a waste gate?
(I have cleaned the air filter and changed all 3 fuel filters in case of air/ fuel starvation. And checked the rotor by spinning it which felt smooth and easy to turn )
Any advice would be appreciated.

Yes it does have a waste gate, its the finned capsule on the outer side of the turbo held on with 3 nuts and has a steel pipe going to it, I have seen these fractured so it leaks air from the compressor side of the turbo, check the pipe which goes under the turbo for cracks or loose banjo fittings at each end. The only way to really check the wastgate is take it off and examine the valve, it looks like a big exhaust valve which seats inside the turbo housing, and check its operation by GENTLY blowing in the airpipe fitting with an airline to check the diaphragm is OK and that the valve moves.

Could the turbo lag be due to the said jubilee having been leaking for some time, that the wastegate has been under used and therefore sticking a bit? In which case a bit more exercise might loosen it? ( possibly talking b----cks here )
 
I had similar problems a few years back - sounds like you may still have a compressor side leak or the waste gate is stuck open (unlikely but worth a look). The small diameter air pipe that connects the compressor air pressure to the wastegate valve has copper washers on the banjo joint and they can corrode, I assume you checked the silicon hose for any splits or small holes, Its easy to pull the waste gate out and examine the valve head for damage (except for a small stainless disk which fits like the lid on a tin of paint). Examing the internal valve seat is not so easy - but doable with a mirror and a torch. It will either be physically obvious or take the boat out to sea/estuary where you can give it the beans where safe to do so have a cautious feel around the turbo connections for a leak.

Any more comments would be welcome, meanwhile I will take the excellent leads given, do some inspection and try to resist using the birmingham screwdriver if things don't go my way ..... Then cross my fingers for the trip from the Solent to Chatham this weekend.

I've been trying to solve one of these with a similar problem, smokes like hell mid range revs, takes longer than the other engine to come up to revs, low revs & high revs, all ok.

Tried to remove the waste gate actuator which was stuck,but it only comes off so far, I presume this is the stainless disk stopping things.

Got a little brutal with it, grinding the valve against the internal seat & things were ok, for a while. Now the same problem.

Anyone taken photos while this was apart ?

old thread I know but hope that fixed the problem

the silicone hose that goes to the turbo on my 63p,s keep blowing off, I have replaced them about 4 times now
either blow off or split

any ideas, could it be the waste gate

it could well be. The waste gate is controlled by a metal tube that connects the compressor side of the turbo to the waste gate. This pipe can fail as can the copper washers on the banjo fittings or it could have come loose. It could be the actual waste gate is rusted in or the diaphragm has failed - it's the pine cone shaped thingy on the exhaust side of the turbo. - see post 2.

The steel pipe was superseded with a rubber hose kit , it also blocked up with condensation and corroded over time .

I’d be removing the wastegate to check it hasn’t rusted to the seat on the exhaust housing , too much boost can cause detonation leading to piston failure .
