I am a uk citizen but live in Portugal with Portuguese residency. I have a Polish registered boat in Greece that I want to bring to Portugal.
The boat was EU vat paid in France in 2003 , I have the document.
As we know the Portuguese may well ask for a T2L . Where can I get one ? From France where the original VAT was paid or Poland where it is registered? Will I have to register it in the uk and apply there?
 
The only likely place is France, but they may well look at you as if you are from outer space! Registration of the boat is irrelevant and of course nobody in the UK can now help because we are no longer in the EU. The T2L is really nothing to do with VAT or boats, just a transport form that shows the goods have free circulation - your VAT receipt from France is the document that proves it has free circulation.
 
Evidently the T2L was never designed for the use Portugal and Croatia wanted. Although I have one, I've never been asked to show it, nor has anyone else I've personally met. The 2003 VAT payment invoice on it's own doesn't prove a chargeable event hasn't since taken place so best to have a letter from marina or authorities confirming the boat was in Greece on 31/12/20, to maintain it's EU VAT status.

Prior to Brexit, If you just sent a completed page 4 of the 8 page T2L document, to HMRC Salford, they stamped if and returned it to you UK address - job done. Post Brexit not sure if this is still possible so a bit of imagination may be necessary.

As there is no official record of the document, if you can copy/get a blank T2L form, complete it and stick a few official looking stamps on it it should satisfy any official.

Possible somebody with a completed T2L could send you a suitably redacted copy of their T2L so you could copy the relevant common details. Then add your personal details and manufacture suitably looking official stamps.

Marsbar, hopefully you now have all you need to ‘generate’ your T2L. ?

Understand the link to a genuine redacted T2L won’t open so if anybody else want a copy of the genuine article (with the stamp), please PM me your email address and I will mail it to you.

marsbar, Bet you will never be asked to produce it but please advise all on here if you are so others can take any action necessary.

Just wondering why HMRC would issue or, appear to have issued a T2L for a Polish flagged boat on which the VAT was paid in France?

If customs inspect, I think that could lead to more problems than not being able to produce one. Unlike Policia Maritima who just want to see a bit of paper, they are on the lookout for dodgy documents.

When issuing a T2L you have to provide the vessel’s SSR number all all correspondence goes to your U.K. address, which confirms that the applicant resides in the UK and the vessel is registered on the Shipping and Seaman’s Register at DVLC Cardiff but there is no way that HMRC Salford confirmed these details before sending off your stamped page 4.

Even if Salford bodged a T2L for you, they are not official and there is no data trail so I think the officious official would be hard placed to challenge ‘your T2L’ but I agree to reduce unwanted scrutiny and awkward subsequent question all of the details should tie up.

No reason not to generate a T2L reflecting that at that time the boat was UK flagged but subsequently changed.

The irony is that a T2L doesn’t reflect where/if VAT was ever paid because the T2L is for the transport of good to/from and within the EU.

In Portugal, I understand that having been challenged to produce a T2L, if you confirm to Faro that you will get a T2L, they show no more interest and do not check back to see you have complied - typical Portugal but other EU countries may be a bit more ‘joined-up’.

Any more progress on the interview and issue of the biometric residential permit to UK folk resident in Portugal❓

Not that I'm aware of.
Not sure if we will return to face the SEF inquisition in an attempt to keep our Portuguese residency or just fade into the background and become simple tourists.

Now Toujours has been old no justification whatsoever to retain Portuguese residency but always enjoy a good blag and as we know, in Portugal, it is not what you know but who.

Either way nothing to lose.?
