Just had a look. It doesn't appear to be working and the picture must be the worst in the Bristol Channel. Ilfracombe certainly puts Swansea to shame. Come on Swansea sort it out.
The Cardiff weather station has now been upgraded, you may still be using the old link. This new link https://stormcentral.waterlog.com/public/CHABarrage gives weather information for the bay and Flatholm and also environmental info such as dissolved oxygen and water temp. I remember the webcam you are referring to, not sure what happened to that. A webcam would be useful but Flatholm to get an idea of sea state may be even more useful than the bay. CBYC have one covering part of the bay, think it still updates http://www.cbyc.co.uk/webcam/ . CBYC also have a weather station available online.
I find the best ones are Ilfracombe and Dale. Its a real shame the Ilfracombe one won't work on mobiles. That was the very time it would have been most useful.
Here are mine-
