Sunk TSS advisory or not?

Sorry to be very boat on Xmas Eve but I was reading some MCA Press Releases from earlier this year.

I might be a bit out of date but I thought Sunk was only advisory.......

Seems not and can be seen from radar at Dover as well.

IIRC the mandatory TSSs came into being a couple of years back.
