stuck winch

is it held on by bolts, screws or rivets ?

Can you see any corrosion e.g. between the winch base and the mast ?
 
A couple of pics would help

1 - if its stuck on the mast -you may have to remove the drum to get to attaching bolts.

2 - if its stuck and just wont turn - you may have to remove the drum to get to the mechanism.

It loos like getting the drum off is the key, without a pic, its tricky to advise.

But have a look around the outside centre of the winch drum, you could be looking for a nut, or grubscrew or most likely an internal or external circlip, whip that out (dont ping it in your eye or overboard into the.....oh too late you say)
With much luck the drum will simply pull off, without fabricating any special pullers.
At which point most of the internal components will fall out, roll over the side into the..... oh too late you say.

Good luck with it, and bear in mind that warming it up will help as long as none of the bushes, bearings, or other little bits are made of anything that melts!
