What are the risks of a strip planked boat being out of the water for a year or 2. Will there be the same risk of shrinkage as with a carvel planked boat?

The strip plank, normally Western Red Cedar is encapsulated in epoxy and cloth, also glued edge to edge with an epoxy, so should not be exposed to moisture change.
Easy to check with a moisture meter though.

Might be a bit different with some of the strip plankers built in the 60s, no exterior laminates of wood or glass/epoxy. You need to state the type of construction.
