My F-24 has spacers/filler/wedge similar to what you describe under the genoa tracks. Mahogany, 30 years, no rot.
The wedge should be trapazoidale, with a slope on both sides. Put another way, it will be about 1 inch wide onthe top and as much as 2 inches wide at deck level. This will be more stable. I don't know the extent to which there is a fore or aft pull, but there will be some, unless the travler is curved around mast; that is what the geometry says.
