Steering with an outboard

I did a similar thing. I was using it under power of course, not as a rudder under sail.

The benefit I can see is that you should have more steerage with the engine in neutral than with just the outboard shaft.

I guess the engine under the cover is more powerful than the four horse job on the bracket.
 
Precisely, and a good opportunity to post a video demonstrating this.
Not just neutral, but helps at low engine speeds, without having to blast the engine to add steerage which also adds speed when you don't need it.
