I think you misunderstand - the line was interior. Accessing the forepeak did not require wearing a harnessSo what happened when a crew needed to go forward of the mast?
On deck there were jackstays and you were wearing a harness, conveniently stored at the base of the steps and hanging from the line under the roof, which you donned prior to leaving the interior. The line acted as a handhold in moving within the accomodation. There were 'U' bolts on either side of the washboards - to which you clipped before leaving the comfort of the interior. Once you were in the cockpit you clipped to the jackstays and un clipped from the 'U' bolt. Simple standard stuff.

When we raced the jackstays went from bow to stern. In our cat our jackstays go from bow to stern down each hull and from bow diagonally across the foredeck/trampoline to the mast. We also have jackstays under the bridgedeck (in case of inversion). . We also have strong points at various locations, commonly where most work is conduced (like mast) so that you can use the tether, or second tether, for greater security.
