Almost every political statement regarding the waterways, and many of the utterances from the EA and BW, repeatedly use the word 'Stakeholders' as if we should all know what that means.

I presume it means 'all those having an interest in the waterways' but what does it really mean in terms of consultation?

Is there a list of 'stakeholders' in EA and BW ?
 
"Stakeholders" is a great term and (cynically) used to obfuscate and confuse the public at large.

When I started grumbling about the Transport and Works Act Order (fortunately emasculated somewhat into the current legislation), I was told that the stakeholders had been consulted and there was no need to - or indeed interest in hearing individual comments.

In the large amount of paper that I later received, there was a large list of organisations who were invited to make comments - at least 50.

I guess the list constituted "the stakeholders" as far as Defra was concerned.

The list included RUGs, rowing clubs, IWA, police and a whole lot of folks who to my eyes had little to do with the River.

I've seen similar lists in BW documents too.
