Stainless steel porthole renovation

The outer rim seems to have small lengths of threaded tube-nuts welded onto it, and the inner rim then is bolted tight into the outer rim. These threaded tube-nuts on the outer rim have perished so the inner rim no longer bolts tight. Does anyone overhaul these..I guess new tube-nuts need to be welded onto the outer rim...or is it a new porthole?

No..all of the threaded tube is broken off etc
