Seriously? Hydrochloric on aluminium?If possible I would seal one end of the tube then add acid of some kind. Start with vinegar, then if that doesn't work (add gloves and goggles) oxalic or hydrochloric.
Then lube.
My Selden one is the same. Just remove the split ring and give it a clout. I use winch grease and it is an annual maintenance job.I think you're right.
just scrape the crud off the parts (maybe gently clean the hole in the alloy with the right sized twist drill) and reassemble with lubricant of choice. Silicone spray is least messy, grease is most effective....

Yes, undo that ring and the piston should come out.The only split pin I can see is on the thin end of the piston for attaching the pull cord. Otherwise there is just a black collar round the piston where it enters the end casting - presumably some sort of retaining spring inside. Freeing it off is not difficult but it seizes up again after a while.
