I have a new 30w solar panel + Steca Solsum 6.6F regulator. Trials at home before fitting to yacht. There is an information LED & three battery condition LED's. When panel & battery connected, the information LED flashes quickly. The battery LED's do not come on apart from from the red which flashes once for fraction of a second when attaching croc. clip to battery. Tried three different batteries (one is new) with the same result. Nothing is connected to the 'load' terminal. The solar panel is producing over 20 volts.
Reading the Solsum manual this condition is not mentioned. Anyone had the same experience ?

Flashing slowly red ( 4 times in 10 seconds) is mentioned

But as you say not quickly ( 3 times per second)

Did you connect up as specified? Battery first, then solar panel, while covered or at night, and finally any loads it controls

I take it that the Info light did not show green when you connected the battery. Have you connected it incorrectly?

I have a Solsum regulator, not the same model as yours, which is plugged in when I leave the boat. I'm sure(??) that a led is always illuminated when connected up; R, Or, Gn, depending on the amount of sun, or lack of it.

I hope I read the correct instruction manual ... I think I did ... you expect the info light to show green when a ( charged) battery is connected even without the solar panel. If that does not happen and you have not done anything silly perhaps you should consult the supplier or simply return the unit as defective.

No sense in messing about with it and invalidating the guarantee.
