I just bought a 20W semi flexible solar panel to test. The information on the back of the panel says VOC 21.24V. I am measuring 44V have I been sent a 24v panel instead of a 12V.

Cant be sure but my panels are 24v and the open circuit voltage is around 44v. Clagg it up to a load & measure the voltage again.

I would think so but be sure your meter is reading correctly!

If you are using a good MPPT regulator it may accept a 24 volt input.

Oops. Thanks for that it was on AC. The AC and DC symbols are easy to confuse on my meter.

Slightly underwhelmed by the output so far. 50mA typically it went up to 200mA today when the sun came out and pointing directly at it.

In to a battery, a load equivalent to 20 watts, or the maximum when shorted by an ammeter

Its short circuit through an ammeter at the moment. I'll hook it up to the boat amp hours meter tomorrow and see what I get but could be a few weeks before the sun comes out again.
