Solar panel not giving me the amps - 170w and getting maybe 1.7a in full sun

DP ... I have a panel that has broken links - but it still displays spec'd voltage when no-load tested with DVM.

The problem is when it finds voltage resistance - it then cannot push against.

Hm. That's not good news. I just tested the flexi in the sun, connected the multimeter directly to the panel cables and read 22v and 2.5a. It seems to work, but not fully or when connected. Meaning I expected more amps, but at least it's more than the last time through the pwm. I had it propped up at the transom this time. Flexibility might be an issue tbh.
But in similar conditions it didn't go beyond 1.5amps the other day. So it's more directly from the panel.

It's a mystery. I have another pwm I will need another set of connectors to craft new connection for the 2nd pwm and see if it works then.

For now I leave the 100w on to power my boat needs
