One more vote to throw the charge controller away. A 45w panel will give slightly more than 2.25 amps at best. This can not damage 210AH of battery.Certainly not in UK. All the charge controller can do is reduce the current from the panel. The panels are usually rated at 20 v the open circuit voltage and max current into a short circuit as a wattage.
As already said it seems like all the symptoms are normal. good luck olewill

A maximum power point controller will extract more power from the panel than simply connecting it to the battery.
