There will be quite a lot of new EU countries soon - some like Hungary with no sea (apart from Lake Balaton) and therefore few, if any, regulations.

How about establishing a Register in one of those?

Light dues are mandatory in Spain from Jan 2004. The amount that you have to pay a year is €4 x meters LOA X meters Beam.
