For - it gives you a document that you can wave at officials (particularly on the continent) that appears to satisfy them as to your ownership of the boat, even though it proves no such thing :)

It's a useful identifier and you can paint it on your dinghy without giving away the name of your boat to the nearest tea-leaf.

It is, indeed, dead easy to do.

Against - it doesn't provide any legal proof of ownership; you'll need Part 1 for that.

It has to be renewed every five years and you have to pay a (modest) fee to do so.

If you are really paranoid, you may chose to believe that it puts your details on a Big Brother database that will make it easier for the Government to start robbing you when they introduce their annual boat license fee ;)
