Simple Lights quiz

three vert reds is Restricted by Draft, but normal steaming lights needed. Could be RBD at anchor ?

A vessel constrained by her draft needs to be following a course (definitions). It can't be at anchor therefore.

A vessel not under command does not show mastlights - only sidelights and sternlight, when making way through the water, and there is no mention of sidelights or sternlight, so its not making way.

A pilot vessel when unable top manouevre as required by the rules, due to some exceptional circumstance, could possibly be NUC. She's not making way through the water, so switches out her sidelights and sternlight.

Its not one I've ever seen before, but I'd go with the pilot vessel NUC - they break down sometimes too.
