three vert reds is Restricted by Draft, but normal steaming lights needed. Could be RBD at anchor ?![]()
I thought at first it was a stern view of a vessel constrained by her draft but the white stern light would not be above the 3 reds.

Is it not a vessel that is NUC underway under power, viewed from the port side?
I think it must be a vessel constrained by draft seen from so close in front that the port and starboard lights are obscured by the hull and the two masthead whites are in line.
Sort of a "pink sail" situation then......
