Given the total lack of information I'm not really in a position to make any kind of judgement about the incident. If he does turn out to be lying it's rather distasteful.

Was the boat actually theirs?
Seems a bid odd if they didn't even know that the fuel tap was off?
Has anyone reported that type of boat as missing recently or have you observed it in the marina before?

Sometimes people just won't want to take any advice from anyone, you can generally get an idea of these types by the way they behave, speak and act.

Anyone genuinely interested in boating will happily listen to good, sound advice, especially as a novice ( I know I did and very thankful that I listened when people spoke!)

Perhaps a quiet word to the Marina Harbour Master ( or whoever controls the area) may be appropiate, especially if the boat is still there?
 
Whether to interfere or not is a strategic decision. The form of interference is a matter of tactics and could take many forms, including an offer of help, so as to establish some sort of engagement. Whatever would have the best outcome.

The question was about interfering, not interdiction. I hope no one is suggesting regulation or prevention, but that is quite different to responding to the ordinary human reaction of "Oh dear, I wonder if they know that they are getting themselves in to..."

If there really is a top-level blanket strategy never to interfere then the INTERCO signal 'Uniform' may as well be scrapped.
