seized rudder

I am renovating a Buckler 23 ketch rig sailboat. My problem is the rudder is seized solid (badley corroded). The rudder is wheel driven via a cable from the centre cockpit. This works fine but where the shaft passes through the hull in the rear cabin it is stuck fast. Can anyone tell me how the shaft is secured. Wether by bushes or bearings etc. Any advice on how I might free it would be much appreciated. I'm already using various tools and freeing oil. But to no avail. I will have to build a new rudder and may have to have the whole assembly cut out and a new one built into the GRP hull. Can anybody help. Thanks.

It is amazing what patience and perseverance can do. Keep the penetrating oil on it and wiggle it every time you go past.
