If its a decent quality seacock and its not electrically connected inside the boat by any other means is doesn't need a wire to an anode or anywhere else at all. For seacocks that need to be connected, then they go to the sacrificial anode which is sometimes (but not always) connected to the negative of the battery and thence the engine block as well.
 
Seacocks made of bronze or dezicification resistant (DZR) brass should not need any protection from anodes. If they are not currently connected to an anode and there is no sign of dezincification you need do nothing except perhaps remove the wire between them.

If you do have any fittings that need protection then they should be bonded to an anode or anodes reasonably close and "within line of sight" of them using 4mm² PVC insulated multi-stranded copper cable.

A connection from an anode to the engine block is usually to provide protection to the stern gear. The anode should be located close to the prop etc and any flexible coupling in the drive shaft must be bridged.

Non ferrous fittings should not be bonded to the same anode system as ferrous items
