The full rhyme... (for motoring)

if to starboard red appear, 'tis your duty to keep clear
and do as judgement says is proper,
port or starboard, back or stop her.

If both lights you see ahead, there's no danger, do not dread
starboard turn and show your red
but if upon your port is seen
another vessel's light that's green
there's nothing else for you to do
for green to port keeps clear of you

(note that "starboard turn" used to be "port your helm" in the days of tillers...)
 
My favorite is;

When wind comes from south,
And Red is in the west,
then those nearest port give way to reef.
 
East coast lore...

When the wind is in the south,
blows he the bait into the fishes' mouth.
When the wind is in the north,
the careful sailor saileth he not forth,
When the wind is in the east,
then tis neither fit for man nor beast.
And when the wind is in the west...
then its at its very best.:D
