Salcombe visitors - extra charge per engine HP?

The web page for daily visitors to Salcombe Harbour lists an extra 17p charge per HP on top of the normal harbour dues.
So for, say, a 14m boat with 600hp this means £22.26 for Harbour dues plus an EXTRA £102.00 for the engines!

Are they actually charging this or have I got it wrong?

It's been 2 years since we last visited Salcombe, they weren't doing it then. With a total of 960HP I won't be ever visiting Salcombe again if this charge is real. Seems they only want sailing boats in Salcombe.
 
I was there last year and there was no such charge. Looking at their 2023/24 budget report, this charge is levied on residents and not visitors unless this has since changed.
 
We were there two weeks ago , 42ft boat, 740 hp. Four nights on a mooring £78.00 good price.

That’s £19.08 for the harbour dues and £182.28 for the engines per day !!! Surely this is a big mistake , no one would ever enter the harbour knowing this .
All I can say is that the well known surveyor I work with had a hell of a job when he went to survey a boat there , some jumped up little Hitler trying to tell him he was not allowed to work because he had not made an appointment to look over a boat stored on the public quay , I guess the locals just don’t want it.
