Sail numbers issuers

Why dp you need a sail number? They are usually issued by a yacht clubs totheir members or Class Associations in the case of racing dinghies. They are used by race marchals to identify individual boats which may otherwise be identical. If you don't race but just go out for a nice sail, you don't need a sail number.

On older classic's manufacturers issued sail numbers. For example Roach's sail number is:

I presume the S is for Stebbings Yard - Roach's builder. The two meaning the second yacht built to that class/design.
 
There is no regulating authority overall, unless you have an international racing number assigned to your boat, or a class number assigned either by the builder or the class association.

Otherwise you can put what you like on your sail - Perhaps not your girlfriends phone number though!

Racing boats need numbers to identify them from each other in class racing.

The Coastguard like you to have some fairly unique identifying mark which can be seen from a distance. Call for help on a Bank Holiday saturday afternoon in the Solent and describe yourself as a" white 10m boat with white sails", and it might take them some time to get to you if thats all they have to go on!
