I was told that a safety certificate is not required on boats less than 4 years old if you have a EU Declaration of Conformity of RCD.

A quick check on EA site uncovers:
* We will accept a valid RCD Declaration of Conformity made by the boat’s builder instead of a BSS
Certificate for the first four years from new. This is because CE-marked craft conforming to the Essential
Requirements of the RCD will also comply with the construction and equipment safety standards of the Boat Safety Scheme.

Thanks jecuk,
I have been in contact with 2 Boat Safety examiners in the last week and neither told me a certificate was not required for my boat (2009 model)!
When I downloaded the registration form I spotted your reply in the notes - should have looked earlier.
