RYA & Motorboaters

Re: Being elected? any volunteers. NM

From memory it was the BOT/DOT for the competency, Secretary of State for the radio related items.

Re: Being elected? any volunteers. NM

I think. That if we had no elected body. It would be very difficult to form legislation to control us. We dont have a licence for a boat and I at least have no post box on it.

So I can not imagin what the RYA could posibly do for me, but cause me harm!!

Now there's something the RYA could be doing. Working with local councils and commercial organisations to set up affordable marinas. How about the RYA approaching ABP to turn all those empty docks into marinas?

Re: Being elected? any volunteers. NM

Oh I'm sure the legislation would be easy - No licence, no boat... and then we would have lost red diesel a decade or more ago, and there will be the annual Light Dues to pay - as there are so few commercial ships, and they dont need navigation marks, the entire costs of all bouyage will be passed on to yachstmen. As you cant now get an ICC from the RYA, you'll have to go and sit an enhanced licence test in order to go foreign. Compulsory third party insurance discs will have to be shown, and we will have to pay for the inspectors. All boats will be fitted with GPS linked tachygraphs to enforce speed limits. Boats will have to be surveyed every year, like cars, to ensure they are seaworthy. SOLAS regs will apply in full, all passage plans will have to be filed, diversion without clearance will be a hanging offence. All this will apply to all vesels, of whatever size, so you'll pay twice if you have a tender.

Excellent, I'll apply for the job and build up a nautical quango.

Re: Being elected? any volunteers. NM

I am. I'm going to set up the MoBo Police acadamy. I'm going to make all the rules. Well no one else is doing much about it. So I'll be in charge!!

Byron is not strictly correct. Sorry Byron.
Colin Rennie in his capacity as Chairman of ATYC has the ability to appoint 3 representatives on the RYA Thames Valley section.
Current rep's are Colin, myself and ANOther.

It is representation on the RYA Cruising Committee that is needed.
The new chairman, since AGM, is Trevor Jones who was the old MoBo committee chairman before the break up. There are others on the Cruising committee who also represent Motor Boats (also MoBo owners) I was also on MoBo committee with Trevor but got"demoted" to "corresponding member". I still receive minutes of meetings and offer views (regularly). I am sure they are considered (I think), but RYA are still awful at waving their own flag.
They do a huge amount of lobbying on our behalf, but is rarely publicised.

Mike

To assist our understanding can you give a summary of the lobbying done by the RYA on behalf of the Windermere motorboating fraternity who are soon to have a 10mph limit imposed on them

Thanks

Martyn

And I need them even less - phutting along a ditch or three, yet it is they who appear to speak for me on boating matters concering the governement and europe.

I must admit rather more than a passing interest, but I do feel that rather more than a £200 course given by the RNLI should be needed to become an approved RYA instructor (maintenance) - I had the letter that said so, so I feel they are putting money making before service to the boationg community.

As far as I can see they had practicall rolled over and accepted proposed (no in force) the noise and emmissions regulations for engines that would have put a number of small firms out of business and further depleated the competition in this part of the industry. It was only late in the day that they were caused to realise that they might have their favoured position questioned and started to act.

Now if only the Wey & Arun canal was open, a few of us might really be able to make a point ;-)

Regret, no I can't, as I believe it has been done by RYA Legal.

An email to RYA themselves will soon answer any questions you may have.

Like it or not, the world is full of rules and regs, and in the Uk , boating is still relatively free of them. Many of these rules are already applied within the rest of the EU (like it is an offence under new solas to leave without a passage plan), and I for one would like someone to prevent our boating being filled with beaurocracy. I also accept that just because I dont want some regs, or a licence or training or whatever else, doesnt mean that I represent us all. I think it naive to believe that it will all just go away.
Whether RYA is an elected body or not, at present they have assumed the role, and I cant see anyone else having the resources to take up the challenge, or the network to be able to claim for a greater number of boaters (plus). Some of the more vociferous threads are perhaps from those who have been fortunate to learn their boating skills over a long period, when the demands on the waters were lower. I dont say the RYA should have a sole franchise, but for everyone safety and enjoyment (including those who volunteer to rescue us) some guidelines as to what is good safety advice and what is good seamanship needs to be collated and made available. In any walk of life, this is generally called training, and I m sure there are a great many boaters who are able to enjoy themselves more in the knowledge that they are more capable because of it.
What puzzles me in all this RYA bashing is how, in these times of money, time, expectations.instant demands etc, should someone enter this pasttime if there isnt an available, established, recognised understanding of what skills are needed to keep the crew and the boat safe. Is the RYA saying training must be obligatory, or are they trying to help keep our time on the water and not under it?
This seems like the early days of flying, when the barnstormers refused to accept that for the future of aviation, some controls were going to ahve to be implemented.

So they are doing something? but what?

Perhaps this reinforces the point made elsewhere about the RYA not making enough noise about what they are doing.

If they are really helping the motorboating fraternity then they need to make more noise about it otherwise we will continue to believe they do not care.

With regard to the Windermere debate, the RYA is supposed to represent both the sailing and motor boating fraternity and should therefore have been involved in seeking a solution for all lake users. Instead of which the motorboaters feel complely abandoned.

There are options available that would have kept all parties happy; I have been on the lake during the week and even at weekends outside peak times and had it to myself? Why not just impose the speed limit when the lake is too busy possibly by using flags placed by marinas and slipways - red flag means 10mph limit, green flag means no limit except in restricted areas.

Surely something like this would satisfy all lake users but did the RYA promote such ideas.

Me and many others would love to know.

Martyn

Jeez and I left private flying to escape this b.llsh.t!!!

Having come from the world of light aviation into boating, I can't believe what a relaxed atmosphere exists when it comes to regulations. (Are there any :-)) )

The last thing the boating world needs is a "Waterborne CAA" (Campaign Against Aviation. to those who know them!!) Given time, all these bodies become self protecting institutes, with the ability to create work and cash for themselves ad-infinitum. Imagine being able to create more rules and reg's to protect your employment, you'd be at it day and night!!!!

Take it from me, DON'T go there!!!!

Mike.

Given your insight on this hierarchy,(which is much appreciated) how should we as members of this forum influence this type of committee set up, change it, and be represented

Failing that, what should the incumbents do to air their views, widely, more eloquently, and more importantly, with greater impact
