I am not so sure that is bad manners, perhaps ignorance of what effects their actions and vessel has upon others. Again is this not totally sails V motors, indeed the wash of a motor boat has more effect on another motor boat, that is a planing hull at slow speeds is more adversely affected than an equivalent sized sailing boat.
