Many thanks for your impromptu survey - it is essentially 'dark tea staining' as you describe.
Not convinced by the 'flat surface' explanation though, as there is the same phenomenon (though less pronounced) at the top end.
All in all I don't think after your helpful input that it is too much to worry about, but I think I might (as suggested by TCM) confront the yard with a sample and maybe ask then if they think it needs replacing before telling them it was then who did it two years ago.
