Rule 44.1/44.2 - Is this guy right?

I was of the opinion that you must sail clear of the course before committing to the penalty maneuvre so that you don't impede other participants in the race.

I'm sure the rules used to say you had to sail into clear air but there have been several rules updates and a complete rewrite since the last time I took an interest in the Racing Rules.

As the joke truth goes, everyone sails to the rulebook from when they were 14yo.
 
You mustn't impede other boats but nothing to say you must remove yourself from the scene if you can rotate without impeding others
 
44.2 states

"After getting well clear of other boats as soon after the incident as possible, a boat takes a One-Turn or Two-Turns Penalty by promptly making the required number of turns in the same direction, each turn including one tack and one gybe. When a boat takes the penalty at or near the finishing line, her hull shall be completely on the course side of the line before she finishes."

Not whilst I've been an RO. You can take the penalty any time provided you don't impede a competitor, the World Sailing case book covers it well.
 
I bet nobody hit marks!

Plenty of them still did, sometimes after spending vast amounts of money building boats for championships and shipping them to regattas etc. One case was when a brand new custom S&S one tonner, driven by Rod Stephens, hit a starting mark in race 1 of the worlds and basically ended its regatta before it had crossed the start line. People then realised that was all pretty silly and brought in alternative penalties.
