Rubber tube gland?

I just to get as much info on this as I can. I'm having the sail drive rubber changed on my Moody 30 and the engine is out so the engineer was looking for other faults.

The surveyor had told me to check the rudder gland packing when it went in the water. Today the yard rang and said it needs a new rudder tube gland. I cant find any reference to this when i Google. So a few questions.

Does the rudder tube gland go by another name?
Is this different to the rudder gland packing?
Can it be done with the engine in?
Are they expensive?
What happens if it goes?

Any help I'd be most grateful.
 
It will be a rubber tube that connects the seal to the tube housing. There will be a seal on the rudder stock to prevent water coming into the boat, very similar to a stuffing box - indeed might be a stuffing box. unlikely to be anything fancy, but the hose needs to be a special type of rubber. The engineer should know where to get it.
