Upsons and Wilsons boat yards both sell diesel at Slaughden, Aldeburgh but I am not sure what colour, maybe you can call them.
There is no garage in Aldebugh and none in Southwold. There was one in Waldringfield a few monhs ago, but otherwise I cant think of another close to the Deben.
I recently enquired on the law at a local garage and they old me 10 litre containers where the max permitted, but it seems a grey area.
