Refitting oar locks on inflatable dinghy

What is the best glue for the job. One has just come clean off my Seago inflatable. The other remains firmly attached, but I suspect it is only a matter of time before it goes the same way.

Use the correct type for the material the dink is made of ( PVC I'd expect)
