This line of argument pre-supposes that the marinas will benefit from the higher diesel price and will therefore be moraly obliged to imrove thier "service". It fails because the marinas won't earn a penny more since the hike is in the tax paid. The "service" element remains the same - i.e. the marina is storing and distributing thus saving you the effort of carrying cans from the local garage.
